At the request of the Chief
Justice, I have the honour to transmit the enclosed copy
of a correspondence which has taken place with regard to
the status of the Registrar of the Supreme Court as a Head
of a Department and his relation to the Judges of the
Supreme Court and to the Colonial Secretary respectively.
I am the more willing to meet the wish of Sir F. Piggott in
this matter, because it is not improbable that this point
has been raised before now in other Colonies and that Your
Lordship will be in a position to refer to precedents of
which I am not cognizant.

The correspondence was initiated
by Sir F. Piggott on the 29th. of last February in connect-
-ion with the transfer of Mr. J. H. Kemp from his post as
Court
Deputy Registrar and Appraiser of the Supreme to act as
Police Magistrate, this transfer having been made necessary
by the absence of Mr. Justice Wise on leave and the con-
-sequent GHT HONOURABLE
HE EARL OF CREWS.
